Over time, companies' technical demands have grown in a very accelerated manner and there isn't always the luxury of the 6-months training or initiation program to enable to bring real value into the company. Climb atop any building and yell out a job opening and you will get hundreds and thousands of relevant CVs... Companies find it a problem in identifying several that are fit for the job...
